PM Modi to Unveil ₹1,000 Monthly Support for 5 Lakh Graduates

Bihar, India: The initiative also includes the modernization of 1,000 government ITIs across India, structured under a hub-and-spoke framework with 200 central hubs and 800 affiliated spokes.

In a major announcement for youth empowerment, Prime Minister Narendra Modi is preparing to launch multiple schemes targeting young citizens, with a combined outlay exceeding ₹62,000 crore.

The official event is scheduled for 11 AM at Vigyan Bhawan in New Delhi. These programs are designed to advance education, enhance skill training, and boost entrepreneurship opportunities across the nation.

The occasion will also include the fourth edition of the Kaushal Deekshant Samaroh, the National Skill Convocation, organized under the Prime Minister’s vision. During the event, 46 top-performing students from Industrial Training Institutes (ITIs) under the Ministry of Skill Development and Entrepreneurship will be felicitated, as mentioned in the official statement.

According to the release, the Prime Minister will roll out PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs) — a central government initiative worth ₹60,000 crore. This project aims to revamp 1,000 government ITIs nationwide using a hub-and-spoke model that includes 200 hub ITIs and 800 spoke institutions.

Each hub will typically be connected with four spokes, forming skill clusters equipped with modern infrastructure, digital tools, new-age trades, and incubation centres. These clusters will be managed by key industry partners to ensure training that aligns with actual market requirements. Hubs will serve as innovation and trainer development centres, while spokes will extend accessibility to more students.

Collectively, PM-SETU is set to transform India’s ITI ecosystem, shifting it to a government-owned yet industry-operated model, supported by international funding from the World Bank and Asian Development Bank. In its initial phase, special focus will be placed on ITIs in Patna and Darbhanga.

Prime Minister Modi will also inaugurate 1,200 Vocational Skill Labs established in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools spread across 34 States and Union Territories. These labs will train students — especially from remote and tribal regions — in 12 key sectors such as IT, electronics, logistics, agriculture, automotive, and tourism. The initiative, aligned with the National Education Policy 2020 and CBSE curriculum, also includes training 1,200 vocational teachers to ensure industry-linked learning and early career readiness.

A key segment of the event will focus on Bihar, highlighting the state’s youthful population and historical significance. The Prime Minister will unveil a revamped version of the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana, which will offer ₹1,000 monthly financial aid for two years to nearly five lakh graduate youths, along with free skill development training annually.

Additionally, the Bihar Student Credit Card Scheme will be reintroduced with new features, providing interest-free education loans up to ₹4 lakh, thereby easing the financial strain of higher education. To date, over 3.92 lakh students have benefited from this scheme, availing loans worth ₹7,880 crore. Further empowering the youth, the Prime Minister will also formally establish the Bihar Yuva Ayog, a statutory body dedicated to channeling the energy and aspirations of citizens aged 18–45.

Modi will also inaugurate the Jan Nayak Karpoori Thakur Skill University in Bihar, envisioned to deliver industry-centric education and skill-based training aimed at building a globally competitive workforce.

Continuing with the National Education Policy 2020, the Prime Minister will lay the foundation stones for new academic and research infrastructures at four major universities in Bihar — Patna University, Bhupendra Narayan Mandal University (Madhepura), Jai Prakash Vishwavidyalaya (Chapra), and Nalanda Open University (Patna) — under the PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan) initiative.

These projects, amounting to a total investment of ₹160 crore, are expected to benefit over 27,000 students by offering upgraded facilities, advanced laboratories, modern hostels, and multidisciplinary educational resources.

The Prime Minister will also dedicate to the nation the Bihta campus of NIT Patna, which can accommodate around 6,500 students. The new campus features cutting-edge resources, including a 5G use-case lab, a Regional Academic Centre for Space developed in collaboration with ISRO, and an Innovation and Incubation Centre that has already supported nine startups.

Furthermore, the Prime Minister will distribute appointment letters to over 4,000 new recruits in the Bihar government and release ₹450 crore in scholarships via Direct Benefit Transfer (DBT) to 25 lakh students of Classes 9 and 10 under the Mukhyamantri Balak/Balika Scholarship Scheme.

These wide-ranging initiatives are expected to create vast opportunities for India’s youth. By combining education, skill development, entrepreneurship, and modern infrastructure, they aim to lay a strong foundation for the country’s long-term growth. With Bihar receiving special focus, the state is poised to become a major hub for skilled talent — contributing to both regional and national progress.
