Telugu IPS Officer Found Unresponsive in Chandigarh
Andhra Pradesh, India: Y. Puran Kumar, a 2001-batch IPS officer from the Haryana cadre and originally from Andhra Pradesh, was discovered unresponsive at his official residence in Sector 11, Chandigarh, on Tuesday, October 7. The 52-year-old officer, known for his firm stance against administrative irregularities and social discrimination within the police service, was found with a gunshot injury.
Authorities recovered a personal note from the location, in which Kumar reportedly mentioned one serving and two retired senior IPS officers from Haryana, holding them accountable for his extreme step.
“He had raised concerns regarding administrative matters and named a few senior officials. The note and related claims are under verification,” a police source informed The Indian Express on condition of anonymity.
Distinguished Career in Haryana Police
Throughout his career, Kumar served in several key roles in Haryana, including Inspector General of Police (IGP) for both Ambala and Rohtak ranges. He also led critical departments such as Home Guards, Telecommunications, and the Dial-112 Emergency Response Project.
His wife, Amneet P. Kumar, an IAS officer, is currently on an official visit to Japan as part of Chief Minister Nayab Singh Saini’s delegation.
Raised Concerns About Discrimination
Kumar had been vocal about issues related to caste-based bias and irregularities within the Haryana Police. He had written several letters to Chief Minister Saini and the Chief Secretary, claiming that Dalit officers were often overlooked for key assignments.
In April 2024, Kumar returned his official car in protest, alleging that the allocation of vehicles among IPS officers was “unequal and selective.” He also questioned certain promotion procedures, describing them as unfair.
Back in 2023, he filed multiple complaints against a senior IAS officer, alleging professional mistreatment and humiliation. He had even referred to his posting as IGP (Home Guards) as a “form of insult.”
Respected Yet Troubled Officer
Colleagues and civil servants have described Kumar as an upright, fearless, and honest officer. His sudden demise has caused widespread shock and concern across police and administrative circles, with many calling for an independent inquiry into the matter.
Journalist Rohini Singh shared on X (formerly Twitter):
“Shocking loss of a senior IPS officer in Haryana. Reports suggest a nine-page personal note containing serious allegations against top police officials and politicians. The Haryana Police must clarify the facts.”

Political scientist Subhajit Naskar of Jadavpur University described the situation as an “institutional tragedy.”
“A principled Telugu IPS officer like Y. Puran Kumar taking such a step reflects a larger systemic failure. The nation’s conscience should be deeply moved,” he said.
