New Delhi: The Parliament of India is scheduled to convene a special session beginning April 16, during which the central government is expected to introduce key legislative measures, including bills related to women’s reservation and constituency delimitation.
According to official sources, the Union Cabinet has approved three draft bills, including a Constitutional Amendment Bill, aimed at restructuring electoral representation and enhancing women's participation in legislative bodies.
A separate proposal is also expected to be introduced to provide reservation for women in Union Territories that have legislative assemblies.
The Lok Sabha Secretariat has issued a memorandum confirming the commencement of the session, noting that discussions will primarily focus on urgent government business. While the duration of the session has not been officially specified, sources indicate that the government intends to pass the bills within three days, with a possible extension if required.
Government Seeks Broad Support
Prime Minister Narendra Modi has urged all political parties to support the passage of the women’s reservation bill, which proposes reserving one-third of seats in legislatures for women.
The government has already held consultations with multiple parties to build consensus. However, the Indian National Congress has expressed reservations, suggesting that discussions be deferred until after elections in several states, including Puducherry.
Despite opposition concerns, the government appears determined to move forward with the legislation, even if it faces resistance.
Delimitation and Seat Expansion
As part of the delimitation exercise, a Delimitation Commission will be established based on the 2021 Census to redraw constituency boundaries.
Under the proposed framework:
Lok Sabha seats may increase from 543 to 816
Approximately 273 seats would be reserved for women
Representation for SC and ST communities will also expand
The reforms are expected to come into effect by March 31, 2029, and will be implemented in the general elections scheduled that year.
Additionally, the ruling Bharatiya Janata Party (BJP) is planning nationwide outreach programs under “Mahila Samvad” to promote awareness and engagement on women’s representation.
